Child Care Resources of Rockland, Inc. is the Legally Exempt Child Care Enrollment Agency for Rockland County.

What is a Legally Exempt Enrolled Provider?
A provider who does not have to be registered or licensed according to the New York State Office of Children and Family Services (OCFS) regulations in order to be paid for child care services by the local Department of Social Services.

A provider who is not registered/licensed but cares for a child whose parents have been approved for the Child Care Assistance Program payments by the Department of Social Services (DSS) is required to be enrolled by the Legally Exempt Child Care Enrollment Agency. That agency is Child Care Resources of Rockland.

Legally Exempt Child Care Programs fall into one of three types of modalities:

  • Legally Exempt Family Child Care Provider - Related/Non-Related
  • Legally Exempt In-Home Child Care Provider - Related/Non-Related
  • Legally Exempt Group Child Care Provider

Child and Adult Care Food Program (CACFP) in Legally Exempt Child Care Programs
Legally Exempt Family Child Care providers may also qualify to participate in the Child and Adult Child Care Food Program. This program will reimburse the provider approximately $141.75 per month per child, for meals and snacks that meet Child and Adult Care Food Program guidelines. (New York State may change annual meal rates.)  To be eligible for CACFP the care cannot be in the child's home. 

The children who can participate include:
Non-related children
Related children (nieces, nephews and grandchildren)
Your own children if you are income eligible
