2019 Agency Summary
CCRR has been and remains a leader among statewide and county-wide advocates. In partnership with scores of nonprofits across New York State and Rockland, we spoke out about the needs of children, families, and the nonprofits themselves.
A priority focus in 2019 was communicating the incredible need for increases to the dollar amounts of our contracts. We were fortunate that the Rockland County Legislature agreed and increased our 2020 contract with them by $35,000. This funding means increased numbers of family referrals for child care; increased basic technical assistance to providers; and increased health care consultancies – a priority as we dealt with the impact the measles epidemic had on children and child care.
Advocacy
CCRR’s impact is widespread. At the statewide level in 2019 we successfully advocated for:
- $5 million for Quality Child Care for New York’s Young Children, including $2.5 million to support the Child Care Resource and Referral Network and $2.5 million to train and recruit new providers to the field
- Increased funding for child care subsidies by $20 million; increase funding for new pre-K seats, including transportation aid for pre-K students; increased reimbursement rates for preschool special education; and increased rates for all Early Intervention services.
- Working Families Tax Relief Act to strengthen the Earned Income Tax Credit
- Strong NonProfit NY’s call for funding for human services, including COLAs
Locally:
- CCRR participated as a partner organization on the RC Complete Count Committee for 2020 Census to increase the number of families and children counted, particularly in hard-to-count communities to help rectify the undercount by an estimated 5 percent of children under the age of 5 in the 2010 Census, about 1 million young children nationwide and the highest of any age group.
- We continued our advocacy around early childhood education: professional standards, salary equity
- In partnership with our Region 6 resource and referral agencies applied for a Consolidated Funding Award grant to more closely examine and map child care deserts and to take a regional approach to referrals.
- Partnered again with our Region 6 R&Rs for a grant from the NYS Birth-5 Initiative to create a regional approach to child care referrals, leading to the launch of www.hvchildcare.org
- As part of the Rockland Institute for Nonprofits, shared and promoted Cornell Cooperative Extension’s Nonprofit Economic Impact Study and planned Rockland Board Boot Camp

- Fully funded truly universal statewide PreKindergarten
